Meeting called to order at 19:03 PM

Brian Menard led the meeting participants in reciting the Pledge of Allegiance

Introduction of Guests: Ryan Tedesco, Kim Tedesco, John Rickord, Chris Tluczek, Karen Codrea, John Codrea, Karen Uetz, Kim McClain, Linda Zukonik, Theresa Herrick, Kelli Lovasz, Steve Lovasz, Jodi DeVuyst, Burns Rolland and via Google Meeting: Mary Bentley.

Minutes of the Last Meeting (on July 3, 2024) submitted by Lacy Minard via email prior to this meeting presented by Pam Reid: Cece Stramsak made a motion to accept the minutes of the last meeting and was seconded by Alex Nikora. All said “Aye”, motion carried.

Treasurer’s Report presented by Cece Stramsak: Brian Menard made a motion to accept the Treasurer’s report and was seconded by Tom Petts. All said “Aye”, motion carried.

Membership Update presented by Cece Stramsak: 228 members currently.
Pam Reid intends to draft a questionnaire to be sent to non-members, asking why they choose not to join.

Discussion about the format of the Barnes Lake Club Special Events:
Pam Reid asked if the Board agreed to the consolidation of the Barnes Lake Club Board Meetings into a single line on the Events Calendar. All agreed.

Teresa Rolland indicated the Bike and Golf Cart Line-up should be listed on the Events Calendar as starting at 11:30 am, and the parade starts at 12:00 pm.

Cece Stramsak noted the rain date for the fireworks on the Events Calendar for 2025 should be listed as July 5, 2025.

Pat Betcher suggested a change from 8 qualifying homes down to three for the 4th of July Home Décor Contest, and keep the budget t $200 for prizes. Discussion ensued and the Bord agreed the prizes should be $100 for 1st place, $75 for 2nd place and $50 for 3rd place. Since this is a change in dollar amount, a motion was needed. Teresa Rolland motioned to make the changes and Cece Stramsak seconded the motion. All said “Aye”, motion carried.

Further discussion was held regarding the adjudication of the 4th of July and Christmas Décor Contests and whether or not both the roadside and lakeside of the homes re to be judged. The decision reached was for the 4th of July Home Décor Contest, homes on the lake would have their lakeside judged and homes not on the lake would have their roadside judged. For the Christmas Home Décor Contest, all homes would have their roadside judged.

Teresa Rolland reported there were 63 golf carts and 32 bikes in this year’s 4th of July Parade.

The Board did not receive an update regarding the Boat Parade because Lacy Minard was absent.

Pat Betcher indicated all went well with the fireworks and the general consensus is that they were well-received. Cece Stramsak noted the Club has already received $1,000 in donations earmarked for the fireworks. Several ideas were discussed regarding raising funds during the fireworks next year.

Tom Petts indicted that the previous month’s Coffee Hour saw a decrease in attendance and discussed increasing the requested donation amount. It’s not an official Bord-run event, so no motion was necessary, but it was agreed that requesting $3.00 was reasonable.

Derek Morey indicted that the previous month’s Concert At The Beach went well and three concerts next year was still doable.

Tom Petts and Linda Zukonik reported that the Annual Barnes Lake Club Picnic went very well, with record attendance (203 adults and 49 kids), over $5,000 collected from the raffle and silent auction. Food was once again be catered by Bryan’s and they did an excellent job. Teri Herrick put together all of the donation items for the raffle and although the picnic once again went over the scheduled time, it was well-received.

Discussion about other Board items:
Pam Reid proposed that although the Club procuring a purchasing card iz an item in the current draft of the By-Laws, it should be considered sooner than next year’s Annual Meeting. Brian Menard made a motion that the Board should get the purchasing card before the draft By-Laws are presented and accepted because that is more of a procedural item than a By-Law. The motion was seconded by Alex Nikora and carried with a vote from the Board.

Pam Reid informed the Board that deadline to submit their articles for inclusion in the Observer is August 16th, Brian Menard then has until August 23rd to prepare the Observer and Cece Stramsak will then, label and mail it to the members.

Brian Menard gave an update regarding the progress made at the first meeting of the By-Laws Subcommittee. Good conversation was had and the subcommittee got through Article I.

Pam Reid discussed the method with which one can submit a complaint to EGLE.

With regard to pavilion and park lot maintenance, Alex Nikora informed the Board that the new camera security system is in progress. There are 69 watercraft registered to park lot docks, with 9 remaining open slips. The steps have been started in Park Lot E. The sea wall collapse on Park Lot P is still being addressed.

Teresa Rolland provided the Boy Scouts Troop 214 update: All 6 scouts attended their latest camp experience and representatives from the Troop will attend the Board’s November meeting to provide an update on the future of the Troop.
Burns Rolland from the Barnes Lake Improvement Board indicated there was a very recent spray and thus far year-to-date, the costs has been $40,000. There will be new assessment levels and weed control survey analysis soon. Pat Betcher started a spirited discussion, asking why he and Pam Reid were unceremoniously removed from the Barnes Lake Improvement Board. Pat asserted he felt there was no conflict of interest. Pat and Pam felt they were removed outside of protocol set forth by the State of Michigan and Burns disagreed.

Cece Stramsak indicated the 2024 Directories have been mailed to the members and Teresa Rolland indicated she is continuing to deliver welcome packets to new residents.

No other items were brought to discussion.

Board Meeting—Barnes Lake Club

May 1, 2024

Meeting called to order at 7:03 PM

Board Members Present: Pam Reid, Lacy Minard, Cece Stramsak, Pat Betcher, Teresa Rolland, Brian Menard, Tom Petts, and Alex Nikora. Absent: Derek Morey

Guests: Dawn Gottschalk, John & Karen Codrea, Sue St. Pierre, Patty & John Eaton, Laurie Petts, Pat & Megan Crumbaugh, Linda Zukonik, Dough Macha, John Rickord, and Burns Rolland.

Additions to the Agenda: Pam showed us the flyer for the golf outing in September that was provided by Sam Bonner.

Minutes of Last Meeting: Cece Stramsak made a motion to accept the minutes of the last meeting and was seconded by Alex Nikora. Motion carried.

Treasurer’s Report: Our balance for the beginning of the year is $20, 175.36. Brian Menard made a motion to accept the Treasurer’s Report and was seconded by Tom Petts. Motion passed.

Membership Update: We have 146 members so far this year and 6 more need to be processed. We have received $2500 in fireworks donations as of right now and discussion followed about raising the fireworks budget. Cece Stramsak made a motion for the club to donate $6000 toward the fireworks with any additional funds to be added to the total at the board’s discretion. Teresa Rolland seconded, and the motion carried.

Special Events Reports:

· A. Observer (June): May 20th is the deadline for Brian to get articles for the summer Observer. Cece will have it in the mail early so that people can get the info on the fireworks, annual meeting, etc. in a timely manner.

· B. Coffee hour: The first coffee hour of the year will be on the Saturday of Memorial Weekend from 9 to 1030. After that it will be the 3rd Saturday of the month.

· C. Goose Egg Round Up: The DNR did come and destroy nests and collect eggs this year. We can’t do the round up yet again because of the bird flu.

· D. Yard Sale: The dates for this year’s community yard sale are June 6, 7, and 8. Brian will put up signs and handle the advertising.

· E. Concerts at the Beach: Derek was absent

· F. Christmas Decor Contest: The winners were listed in the March mailing.

Beach/Pavilion Maintenance Report: We are all set for the summer. New ropes and buoys were bought by the BLIB. The gate has been having technical difficulties which resulted in damage to Doug Macha’s car. It’s hopefully fixed now but we may need a wider eye for the sensor. Alex has had two calls regarding the building fund and will get quotes to fix the back wall this summer.

Park Lot Maintenance: A tree on G Lot needs to come down otherwise it may fall on a boat. We still need concrete on P Lot and the giant willow on B Lot was cut down. Tom Petts and Scott Herrick can fix the mower and said they will begin mowing the beach for free. Brian Menard made a motion to have the mower fixed and have Tom and Scott take care of the mowing for free and was seconded by Alex Nikora. Motion passed.

Scouting Report: Frank came and reported to us that the Scouts have had 7 campouts since September and made many different ranks over the winter. The troop came and put out the picnic tables for us and will help with tent set up for the BLC picnic in August. Unfortunately, they are down to 8 Scouts in the troop. Frank explained how they are out of younger Scouts for the older ones to mentor and are at risk of disbanding. This particular troop had been around since the 1960s and he is working with the organization to keep it going. If they do disband, we will have to decide what to do with all their gear since we are their charter organization.

Barnes Lake Improvement Board: Burns informed us that the first spray of the year was Tuesday and they treated 23 acres for starry stonewort. The budget stretched past $2500.00 because the algae bloom was out of control. There will be another spray before Memorial Weekend. He let us know that our budget for weed control is $50K and he will be looking for a new spray applicator this year. Solitude, being a big corporation, has been hard to deal with.

Old Business:

· A. Park Lot and Street Outstanding Items: Lady Liberty could not be moved due to lack of ice this year. We will have to wait until next winter. The barricades will go up on G Lot this summer. Park Lot P will be fixed with cement. There are still issues on Park Lot C due to road wash flooding onto the park and into the lake. Q Lot barricades got bent a bit over the winter.

· B. Lapeer County Road Commission Lakeshore/Hillside: The road commission is still working on issues the paving has caused. Scott Herrick installed a structure at the bottom of E Lot that will connect to the new stairs. It sounds like asphalt problems will be fixed soon but there is no definite timeline.

New Business:

· A. Barnes Lake Club By-Laws: 2008 was the last time our bylaws were redone. Pam read through the bylaws on some other lakes and took a stab at a review for us to proofread. The goal is to have the final copy done for the July annual meeting so it can be approved. The board should read through and give edits and comments to Pam by May 28th.

· B. Directory 24/26: We can take directory info until May 20th.

· C. Beach Buoy Payment: We would like to get a credit card so that we have an easier way to consolidate and keep track of payments for BLC items. Linda Zukonik had to purchase the buoys with her own money and then be reimbursed by the BLIB because there’s a round robin of approval needed between the BLC and BLIB when it comes to spending.

· D. Park Lot E Platform: Tom Petts made a motion to pay for the platform constructed on E Lot by Scott Herrick with funds not to exceed $700 and was seconded by Teresa Rolland. Motion carried.

· E. Welcome Packet: Teresa will get the bags assembled and deliver them to the new residents by June.

Correspondence: An email was sent from Judy stating that she felt that there are too many golf carts in the bike parade around the lake and not enough bikers. Discussion ensued about how to space things out better or get more people to bike.

The next meeting will be June 5, 2024, at 7 PM.

Teresa Rolland made a motion to adjourn and was seconded by Alex Nikora. The motion carried and the meeting adjourned at 8:37 PM.

October 4, 2023  

Meeting called to order at 7:04 PM  

Board Members Present: Pam Reid, Pat Betcher, Lacy Minard, Tom Petts, Teresa Rolland, Cece Stramsak Absent: Alex Nikora, Derek Morey, Brian Menard 

Guests: Rachel & Kevin Johnson, Mike Beauvais, Linda Zukonik, and Burns Rolland 

Moment of Silence: A moment of silence was observed for Carl Ekstrom 

Minutes of Last Meeting: Pat Betcher made a motion to accept the minutes of the last meeting and was seconded by Cece Stramsak and the motion carried. 

Treasurer’s Report: Lacy Minard made a motion to accept the treasurer’s report and was seconded by Tom Petts. Motion passed. 

Membership Update: We have 234 members. It was noted that the dues increase needs to be posted to the website. 

Special Events Reports:  

A. Observer notes: Pam will contact everyone that runs an event and have them write a little blurb for the Observer. 

 B. Halloween Party 10/14: Pam has everything in order for the event and just needed     one more driver and trailer. Lacy Minard volunteered her husband if they could find a trailer to use. 

C. Barnes Lake Directory: This will be worked on over the winter. 

Beach/Pavilion Maintenance Report: Everything will be taken down after the Halloween party. Alex will have prices for new buoys in November. He’s also obtained all the fish stocking permits. 

Park Lot Maintenance: Alex was absent. 

Scouting Report: The Scouts will host a Handicapable campout on the 24th and 25th. They had a biking meeting at Richfield Park that was fun. 

Barnes Lake Improvement Board: Our spraying season has wrapped up for the year. Pam and Chuck did a lot of the lake samples this year and Pat was able to run the samples up to be tested. We have a good situation for nice lake water. Assessment postcards have been sent out and the meeting will be on October 21 at 8AM at the Deerfield Township Hall. We have a private company coming to evaluate whether the way we are spraying is the most effective. 

Old Business:  

A. Park Lot and street new and outstanding issues: Park Lot G has erosion that needs to be addressed, Park Lot P still needs a retainer wall, Park Lot B will have the tree removed when the company is able to, Park Lot C had the road graded by it but we won’t know if it’s effective until it rains, and on Park Lot Q the barriers are working well. 

B. Road Commission Lakeshore/Hillside Project: The meeting with Ray Hayes was productive. Cory will look at some new engineering options to fix the water flow issues. It will be about 5 weeks before any of that can be implemented. We have a storm drain on Lot E with no easement for the road commission to access it. A motion was made by Pat Betcher and seconded by Teresa Rolland to grant the Lapeer County Road Commission a 10-foot easement on Park Lot E to access the storm drain. Motion passed. 

C. New Website Items: Tabled until November. 

D. Legal Action Thompson vs. BLC: Still in litigation and can’t be discussed. 

New Business: none 

Correspondence: Pam received an email from Susan asking who put up a fence on the north side of Lot L between her and the lot. Everyone was confused as to what happened 

Upcoming Events: Christmas Home Décor Contest will be 12/16 between 7 and 10 PM
